Department Profile
Professionals within the Legal and Compliance Division (LCD) provide a wide range of services to our business units. They might help to structure a complex and sensitive cross-border transaction; advise on a new product introduction; develop a training program or defuse an investor dispute. They preserve the firm's invaluable reputation for integrity and protect the firm from sanctions with policies and procedures that meet regulatory requirements around the world. They also strive to maintain cooperative relationships with governmental policymakers and the regulatory and self-regulatory agencies that govern the firm's businesses.
The Non-Financial Risk (NFR) Department forms the second line of defense for the management of the firm's non-financial risks, including Financial Crimes, market manipulation or abuse, and Operational risk. NFR Data & Analytics, a function in the Legal and Compliance Division, is responsible for designing and optimizing surveillance models, approaches, and tools using advanced analytical techniques like supervised and unsupervised machine learning, and evolving techniques like graph analytics. These surveillances and other tools help identify suspicious and/or illegal behaviors such as money laundering, market manipulation, insider trading, unfair sales or trading practices, and other financial crimes.
Primary Responsibilities
> Lead the development and implementation of advanced data analytics solutions for financial crimes prevention, including transaction monitoring, suspicious activity reporting, sanction screening, and customer risk ranking.
> Collaborate closely with stakeholders in the Financial Crimes, Compliance, Legal, and IT departments to deliver analytics solutions from conception to deployment.
> Guide financial investigations leveraging graph-based approaches, graph analytics infrastructure, and data sourcing efforts to identify client behavior patterns.
> Conduct research efforts to identify novel methods to deliver efficiency and effectiveness across analytical solutions.
> Manage and provide guidance to junior data scientists and analysts in the team.
> Ensure compliance with BSA/AML regulations and standards in all data analytics activities. Required Skills
> Master's degree in machine learning, statistics, mathematics, data science, computer science, engineering, or other highly quantitative fields.
> 7 years of hands-on industry experience in building quantitative models including supervised and unsupervised machine learning and applied statistical analysis with at least 5 years focused on financial crime prevention.
> Strong presentation and communication skills, with the ability to articulate complex technical concepts to non-technical audiences.
> In-depth knowledge of financial crime typologies, BSA/AML regulations, OFAC sanctions, investigative methodologies or fraud analytics.
> In-depth knowledge of software design principles and excellent skills in one or more programming languages including Python, R, Java, Scala.
> Experience in defining and owning product roadmaps and their delivery
Desired Skills
> Experience with financial crime specific platforms {e.g. Actimize, Quantexa)
> Experience with graph databases and network analysis (e.g. NetworkX, Neo4J).
> Experience with deep learning frameworks including PyTorch or TensorFlow.
> Experience in implementing solutions in production following Software Development Life Cycle principles
> Experience with setting up process to deliver and managing resources focused on data analysis & wrangling using tools like Alteryx, SQL and Dataiku
> Experience with big data tools such as Hadoop and cloud computing, such as PySpark.
> Experience developing and mentoring teams
> Strong project management skills.

Expected base pay rates for the role will be between $165,000.00 and $275,000.00 per year at the commencement of employment. However, base pay if hired will be determined on an individualized basis and is only part of the total compensation package, which, depending on the position, may also include commission earnings, incentive compensation, discretionary bonuses, other short and long-term incentive packages, and other Morgan Stanley sponsored benefit programs.
