Work You'll Do
Practitioner will utilize the ServiceNow platform as foundational operating system and build out a Counterintelligence and Insider Threat (CI/InTh) application using best practice software development methodologies as outlined by Deloitte. For this project, the technical lead will be implementing Deloitte's ServiceNow PerSec CI/InTh application which will integrate with NIH's ancillary data source systems and broader Personnel Security applications. The successful candidate will ensure their work is 508 compliant, efficient and effective in meeting OPM and broader Office of National Security prescriptions for counterintelligence and insider threat assessments. This practitioner is responsible for playing a vital role throughout the entire development lifecycle within the agile methodology framework.
Note: This role requires significant ServiceNow developer/configuration experience, in addition to experience with building ServiceNow API-based integrations and with broader coding languages (e.g., Java, Javascript, C++, CSS, etc.) for UX/UI interface development. End user experience alone (e.g., entering tickets into ServiceNow) will not meet the need of this role. The candidate must be clearable (up to Top Secret). Knowledge of the NIH PerSec CI/InTh processes is preferred.

- Understand baseline configuration of Deloitte's ServiceNow PerSec application to inform solution migration, enhancement, and maintenance efforts
- Lead development cohorts in the execution of ServiceNow AppEngine-based application build
- Architect integrations between the ServiceNow platform with customer source system owners using APIs
- Develop scripts to consume, decrypt and map information consumed from shared servers into the ServiceNow platform
- Guide development cohorts in the expansion of existing UX/UI system interfaces, including custom widget builds
- Manage the underlying ServiceNow data model/data table schema to support NIH ORS CI/InTh business needs
- Guide the development of real-time operating dashboards in the ServiceNow platform

Qualifications:
Required:
- Bachelor's degree in Computer Information Systems
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future
- Must be able to obtain and maintain a security clearance (current or former Top Secret clearance preferred)
- Experience with C++, C#, Python, Javascript, HTML, and CSS coding languages
- 6+ years of direct ServiceNow experience
- 1+ years of experience supporting Deloitte's ServiceNow Personnel Security application build
- Ability to travel 25%, on average, based on the work you do and the clients and industries/sectors you serve
